Two Tail-Feathers
If you're looking for a bird with two long tails, there is one bird in particular I can think of. It's a very colourful bird with a blue body, a black face, and a red beak. Its tail is about as long as the body and it flutters when flying. In Tamsui, it lands down around the city.

Information from a witness
Aye, I've seen a bird with that description flying around before. But you don't see them very often. If you want to find one, then you need to go looking for them. Look around the slanted rock on the outskirts of town. You should be able to see one there.

Long-tailed Blue Bird
Deducting the elements of the requesters story, you've decided to search for a bird on the outskirts of Tamsui. Hopefully this is the bird the requester is looking for... Just as the famous explorer told you, go towards the slanted rock, and look for a bird with a blue body and a long tail.
