                        1. Visit the Sailmaker NPC in either Goa or Muscat and purchase 2 Flying Inner Jib (it's easier to do this before starting the actual quest).
                        2. Calicut Calicut Merchants' Guild Talk to Merchant GM.
                        3. Island of Sumatra Southwest Coast Click on Large Boulder; delivery prompt will open. Deliver the jibs to complete quest.

                            Don't get confused with other Imperial Quest "Surveying India and to the East".. If you don't have Flying Inner Jib, you can buy also in Manila sailmaker.

                            Note: In my case, I took this Imperial Quest AFTER got South East Asia Port Permit

                            Thanks for the extra info. The reason I suggested Goa and Muscat is due to their proximity to Calicut, and the fact that neither town required a SEA port permit -- players doing Imperial Quests out of Calicut for the first time wouldn't have access to those towns yet, after all.
