                            you can start circumnavigation event just to get the oceana permit and never touch it again. If I had to do it over, I probably wouldn't.

                            You can take the imperial quest while circumnavigating, but remember you have to report in Rio and visit your capital in Europe in order to get the actual permit. So you may need to detour at some point if you want to combine the two.

                            No, imperial quests are only reported to the guy who gave them. I'll tell you what I did back in the day. Started circum, took IQ from Rio, completed it, continued circum across the pacific. Reached SEA, took my time to discover the ports (SEA was safe), did some discovery quests out of Jakarta. Moved to east Africa where my nation's storyline was taking me, progressed that. Continued circum event round the cape and on to Cabo Verde, then detoured back to Rio to report IQ. Then back Europe to finish circum and take the actual permit. Nice adventure overall, as it was my first time in many of these places.
