Too many bad people are gathering around there--people entering the city without permission, searching for ancient estates, forming expedition teams, and others who try to take advantage of them.... That's why we can't let decent people approach carelessly and allow blood to be pointlessly spilt.

All the conspicuous sites have already been ravaged by robbers. If what the bandits said was accurate, there should be a site yet untouched. Only one place is left... Examine near the large boulder. You might find a path to the ruins.
