                    Deduction from the Front Legs
Based on that description, I'd say it's some kind of beetle. I saw one around the large rock on the outskirts of Tamsui. I imagine the boy saw a male beetle, considering its long front legs. That insect has trouble hatching eggs, and is thus rare due to its difficulty in breeding...

                    Rare Scarab
The beetle the youth saw has trouble breeding and is therefore rare. Add that fact when making your report. For now, head to the large rock near the outskirts of Tamsui to confirm its habitat.
