Why would you think you don't need the full r13 Eco? This is an adventure guild quest, not an archive map. You need the full requirements, period.
It's only archive maps that you can go 2 ranks over actual for Eco, Search, Recognition and Unlock.

not necessarily have to r13, quests can be done with eco/search/recog -2 from the reqs, though it will make the discovering harder

Yes but not on the spot, its when your pulling out the quest.
As you can see all quests have a requirement in which the "discovery" skills are lower by -2 than the "research" skills.
It won't work if you're trying to discover it when you have -2 rank skills as it was already nerfed when you got the quest.

I have over 900 discos now this what i have found out. For maps you can be 2 under for search,rec,unlock, and eco. For quests you need exactly what says. Only time you do not is you can complete a quest if grouped with someone who has the skill ranks needed as long as you are 2 away from what is needed if they do not have the quest themselves. If they have the quest they complete it and you get credit and if you are within 2 levels of required skills you still get skill xp. If not you get no skill xp for them completing it.
