Just completed this quest and ran into a few hiccups which below will explain how to fix.
First you must go in order Nantes > Ragusa > Istanbul
Second all dresses to turn in must be the green color dress, like the icon above. If you are in possession of a different color dress change it back to the green color using a sewing kit / dye.

as long as the dress has the exact same name and is green it should work. it's the same item number game-wise, it just has bonus dura. The reason why the other colors don't work is because they are technically a different item (say it's item #1138 for a green one and #1139 for a blue one)

Can confirm you can use great success dresses, and also don't need the 13 sewing if you are fleeted. You will need them to be present for the turn ins though. Did this with rank 10 sewing

when giving dress to the npc...you will need 1 of the option
a.r13(with or without boost) sewing skill if you doing this solo
b.one of you fleet with r13(with or without boost) sewing and is around with ya (not sure if he/she need to do the same quest when you turning the dress to npc)

I have r10+2 Sewing; I have a r15+1 fleeted. I have 350,000 trade fame and cannot pull this quest (also have both languages)
I have used 50 QMP's and 5 SQMP's

sadly...you need sewing r13 MINIMUM if you want to pop it out...less than that it won't EVER pop out...so..get another +1 boost...and...what do you meant by this?

i believe he was in fleet with his alt or another player which have r15 sewing but no fame

Actually the r15 has 275k Trade Fame that was fleeted with me..
I went ahead and got r11 (+2) sewing and pulled the quest with 1 QMP.
So the quest cannot be pulled with a fleeted member.. Good to know..

if you are the one that is pulling and yer rank is not total of r13...you will never ever get the quest pull out...even with r16+4 fleet member...as this quest require the puller to have the requirement(R13 and certain fame)...and the requirement(r13 sewing) can't be leech from fleet member...

you should have let your fleetmember waste the qmp and share the quest.

Hmm, a friend pulled this with only French, 15950 Trade fame, and no Italian or Sewing skill. Maybe all you really need to pull this quest is at least that much Trade fame, plus the port permits for Nantes/Ragusa/Istanbul? Of course, you won't be able to finish it without three dresses, and a fleetmate who's R13 or higher in Sewing... but still pretty interesting.

Note: If the person you are fleeted to to get your skill boost from has completed this quest, it will not show for you, because only the other quest for the job card("Royal Warrant Craftsman") will show for them after they've completed this quest once. It's the same with any job card quest where there are 2 quests for the same card, ie: Alchemist, once anyone has done the quest "Learning From Paracelsus" and has gotten their Alchemist job card once, no one fleeted to that character can pull that quest, because that quest cannot be taken by the person who has completed it, they now can only do the quest "Fostering the Art of Alchemy".
