in relation to npc ships what is considered to be a flagship - ship?
when i went to Deckbattle a npc battle galleon yesterday in my MsupF it was unavailable stating both ships needed to be flagship

lol well today i can Deckbattle the North sea armed merchant fleet

Flagships that you can board have an icon of an admiral next to the crossed swords or shield icon that is located next to the name of the other ship (Depending if you are attacking or defending). There are some flagships, like fleets with a country flag, that cannot be boarded.
