I got the quest from Lima, the next chain quest is in Hangzhou that's why i want to submit it so i don't have to go back all the way to Lima and at the same time not use any CulturalContribution. :)

This is a bug in the game since last year. You have to sail Jakarta to report but at least it is safe waters for now.
