Well the npcs are lvl17 IIRC. Around lvl15 you should be able to handle them and around lvl20-22 you should be feeling ready to move elsewhere.

An NPC, Baltic Thief lvl 10 from Baltic Sea SE drop a map, Animals habitat Eco 2.Is rare drop, just kill a few and the map will pop up, the thiefs appear fast.You can get as many as you want as long you have space in your inventory.
The map's location is close to corner top right.
