This is a Ship Fusion skill (one of three) that can be added to your current ship. No relation to Oxford speed boosts at all, though I imagine they probably stack with it just fine.

From what ive been told speed up 1 adds 5% too acceleration speed up 2 adds about 10% dont know about speed up 3 and im assuming its applied to overall accell inside and out but i could be wrong. The fusion speed ups are on par with the college speed ups.

Can you access Ship Speed Up 2 directly on the fusion skill if you do not have Ship Speed Up 1 ?

Unfortunate not mois. The number says already: in order to have speed up 3, you need first speed up 2 and for speed up 2 you need speed up 1.

For the grading bonus regarding ship speed up 1, 2 and 3. There are questions from most you that wonders how much this helps accelerating your ship. The answer is as follow:

Ship Speed Up 1 - 5 % more accel.
Ship Speed Up 2 - 10 % more accel.
Ship Speed Up 3 - 15 % more accel.

Please note they aren't culumative, this means each addition adds 5 % more accel on your ship. This may be low, but you soon notice that they're helpful in both outside/inside battle when it comes to speed recovery.

Interesting, how does it compare to armour?
aka how much armour would I need to get from plates in comparison to the 15% speed up?

It is where I got SSU 1+2+3 already though so need to make variety of that as well. Although takes a while x_x
