This Historical Event has previously not been seen on the international GAMA or Maris servers and first triggered on 4/24. Set during the World Clock's XVIth Century, 3rd period phase, it is a trade good-type quest. In order to participate, you simply accept a quest from a City Official or your nation's leader, then "Buy gems from West Africa and get profit from [selling them] in Europe * Cape diamonds are also available".
There are three possible outcomes. They are:
"Ispania Bankruptcy" - Increased influence of Iberian Portugal, Ban on investment in Hispanic territory by foreign nationals, Reduction of Hispanic power
"Great Power Fall Day" - Iberia's Hispania impact reduction, Increased tariffs on all trade goods in Iberia, Portugal loses power
"Regeneration and prosperity" - Increased influence of North Atlantic Hispania, Tariff reduction on all trade goods in the North Atlantic, Portugal loses power

Out of curiosity, I tested this HE by myself. The mechanics are simple.
1. Accept quest from any City Official or Capital City's Minister (Imperial Quest giver)
2. Buy gemstones from the towns listed by RvZ. The quest registers them as purchased, leading to...
3. ... returning to Europe to sell the gemstones. They must be sold at any European port for a profit in order to register as Quest Complete. Repeat until you've unlocked all the rewards.
However, there is something interesting. I did the first two steps (purchasing x1 ivory) and then on reaching Lisbon, purchased x1 Sapphire from a Company Shop. I just sold the Sapphire by itself and to my amusement, the quest registered as complete. I tried this a second time with India Calico but quest did not complete. I then sold the ivory I purchased earlier for a profit, and the quest completed again.
Theory: if you do the first two steps (accept quest, purchase W. Africa gem trade goods), you can then use any gemstone-type trade good to finish the quest as long as it is profitable. The game literally only checks to see if you bought W. African gem goods, then if you're selling gem goods for a profit. It seems proven based on these tests I conducted.
Unknown is whether or not the amount of gems/profit effects how soon you unlock HE rewards, or whether fleeting with more people speeds things up as well. That's always been a subject of some debate; perhaps others have tested that, or will do so, and share their findings.

I got different results:
1 delivery - Renegotiation demand x 3
2 - Exquisite Fur x20
5 - Improved steel sheet x10
9 - Improved steel sheet x5
15 - Saints Staff
18 - Ruler of the Ages Hat and Minister of History title
21 - Chest
The rewards are correct but the number of quest deliveries seems different depending on who I ask.

I did notice that when me and my alt were doing runs for the event, my alt actually lagged behind by 2 quests before he finally got the final reward (the chest) even though we were both doing them at the same time. Im wondering if the more profit you make when selling = getting the rewards sooner?
