A white-name Ganador, he can be challenged when the World Clock is set to the 16th Century's fourth or fifth periods, or if one equips Adept of Ages (16th Century-P.4) / Adept of Ages (16th Century-P.5) titles or Age effect (16th century) EX Effect equipment.

JP wiki's Ganador section states he may be found in the "northwest corner of the island (outside)" of his map, and that he occasionally uses a lightning magic attack (not Thor's Thunder, mercifully) against his foes. It's necessary to defeat him once in order to unlock the more powerful Ganador of the same era, John Hawkins.
