This is why removing an in-game item was never a good idea. You will never know that some items will be crucial for future release. Hopefully, they will at least release it in cove or something in future.

Update: This album can finally be completed with the Anchor's release in a recent cove/c-ticket. Assuming you can find and purchase an Anchor from another player, or win it yourself. Best of luck with that.
