Rank 3 Handgun Tech
requires:
1. 24 Quick Finesse rank
2. 5 Gunfire and 5 Sniping
3. New Quick Draw tech

Very strange, but i acquired this tech from the NPC which uses a spear, Colorado Thieve Lv40 in Colorado Plateau. And obviously he did not use this tech in the battle.

Not so strange at all. Back on GAMA, my friends and I sometimes picked up R3 weapon/trap techs from enemies who didn't wield said weapons, or use any techs.

Could be the tech acquisition limitations were relaxed at some point so that only R4 weapon techs need to be acquired via the 'enemy must use them first' thing... though even that didn't always seem to apply at times with trap R4 techs. Well, something for folks to test and determine for themselves, I guess. Cheers.

Guilder they were changed a really long time ago.

all techs r1-r3 only require you to use the weapon and have the finesse ranks, you have a fixed chance of acquiring one no matter the enemy you face.

i think r4 still need specific enemies but as far as i know they don't have to use it either.
