It requires three seconds before the Tech will be used.
With advanture job this Tech needs only one second till it activates.

Effect:
Aside from damage, your target(s) get "Deadly Poison" status and loses 25 ~ 50 stamina per second. This effect last for at least 20 seconds. Higher Trap prolongs the "Deadly Poison" -effect.

I've learned this from "Ruins Raider lv70" at Rome medium floor, who uses a gun as weapon. There are more enemies according to Japanese wiki that can use this tech, however the enemy I mentioned is not listed. I find this the easiest as this enemy uses this Tech more often than the others.
