The requirements are changed only slightly; you need Sniping rank 5. Otherwise, quite accurate. Amusingly enough, I learned this tonight while fighting a Lv 25 sword tech user in Atlantis' dungeon.

Many, if not all, techs have had their rank requirements relaxed. What used to need R8 now only needs R5, and what used to need R10 to R12 only needs R7. And while were on the subject of Poison Arrow...
