I picked this tech up fighting a team of Drifters in Rome's Coliseum after meeting the listed requirements. But it could probably come from any NPC team fought there. Also, my Throwing was R9+3. This tech has the effect of Binding, meaning enemy NPCs can't move around, but can still attack and use items.
