Techs are not linked to specific NPCs anymore for acquisition.

Yes. Yoou can get the techs at random as long as you meet all the required skills and levels. But it is random afterall. If you don't get them, you need to simply farm more. Some known tactics include farming off weaker NPCs at faster rate to spur the random numbers abit.

Speaking from personal experience, I got all r1 red/blue/yellow techs for all weapon types in Syracuse, as a test using my main and my alt (even got r2 blue spear tech that way). But it seemed like certain techs (r3 red sword, as an example) refused to be acquired in various areas, despite my -exceeding- the requirements, until I started grinding battle in areas where NPCs were listed as having the tech.

well you can find all of that in the jap wiki just google it it have tech name where and from whom to get and the requirement unfortuantly that site donot allow me to input the address even tiny url lol
