The Enemy Solider lv50 NPC in the HE land battle loves to use this tech if you let the battle go on long enough. Beware that if your not properly equipped it can deal up to 300-400 worth of HP damage. This is also worth noting for any sword tech hunters out there considering this is not an easy tech to acquire.

Where and what is HE Blake,, Wiki says sumatra south west conqueror 53, so far I found NPC but he hasnt used this tech yet

HE = Historical Event. There were special NPCs you fought that appeared in Genoa and Naples outskirts, among a couple other locations. That event has since already ended though. Usually to get them to use the techs on you, you have to let the battle draw out for awhile and then provoke them by using techs on them (without killing them of course). It can take multiple tries to get it.

In case without HE land battle event like Blake mentioned above.. the ideal way to get this tech is to go to Leshan Giant Buddha's Lower Floor, speedrun through the last floor by any means (ignore clicking chests), and meet the boss (Thavo Lv 61). Having to rely on rare npcs Conqueror Lv 53 isn't really good idea, at least you will always can meet the dungeon boss in your every run.

However, this boss can unleash 6-chain techs (not sure how it could be possible on single character..), so be prepared with Meds and Eagle's Wings. It took me several runs to finally acquire this.
