I wouldn't say it's not worth it. You still get fame and game experience doing it. And it adds a bit of nationalism to the game that can be kind of fun and very informative.

One thing to note is that the permits gotten by doing royal commands are listed in the order you need to get them. In effect, each one is a prerequisite for the next. Also note that you get the Oceania permit when your nations leader tells you about the circumnavigation event, as opposed to when you complete it. The East Coast of Latin America quests comes from your nations leader. Southeast Asia quests come from your nation's consul in India (at the harbor). I'm not sure when you get told about the circumnavigation, but as I said the permit comes from your nations leader. The West Coast of Latin America quests can be gotten from your consul in Rio de Janiero. Then you will need to discover Panama by visiting it (actually going into the city, not just docking). According to Elroyy you also need to discover Portobelo, but that's not hard at all. The Panama Canal quests can be gotten in Santiego from your consul again. Then before you can get the Suez quest, you need to discover Suez, and possibly Cairo. The Suez quests come from your nation's leader (venicians have it easy). After that, it will probably be East Asia, and the consuls are in Manilla I believe. As of February 9, 2012, that is the last known port permit. Happy Sailing!

NM keep exploiting EA stuff, such as NC item which can be obtained from Memorial Album (need EA patch) modified ship like MSF, MFCV (original one requires more than Lv 65 to sail with, and lv now capped at 65, will be 70 when EA comes) national panelings (again, need EA to make) because port development capped at 65k (which won't be lifted to 70k, unless EA patch came out)
i'm not accusing NM for being greedy. in this is F2P game their only income source are from NC shop such as Treasure Box, Premium Tickets, etc and selling those fancy items i listed above make their pocket filled and keep game alive (and F2P ofc)
afaik JP version of UWO isn't F2P and you need monthly subscription fee to play there

Well.. I have Panama and Suez...and lot of fame
Got then 1 quest about EA in Manila (ven.consul)...
and about place west of "formosa".
I finished the quest (declaring it to Consul obviously).
All ok.
Then I went to Venice..but no permits for EA anyway.
So.. what is the prob?
Or.. which quests (abd how many) need?
Or..Permits are available or not?.
No lamers with blah.. blah.. blah useless

Each nation needs to do MANY imperial quests to unlock the region. Once the region has been unlocked, just do one more imperial quest. Look at bottom right of Imperial Quest info summary, hover your mouse to see how many points your nation has and needs.

I don't know what you're talking about, I did one IQ and it unlocked all the ports available with this patch.

Opening East Asia(easiest way):
If you already have panama/suez canal then head for Manila with 1 Tribute Goods for Brigands.
Then get this quest on the consul of your nation:
"Supply's Ship's Anti-pirate Measures"
Then deliver the tributes to Brunei.
Return to Manila,turn in the quest,and that should open EA for you :P

If you have SEA then your next permit is Oceania (Australia/New Zealand). You have to start the circumnav to get it, but only the first dialog at your palace. You do not have to complete it yet, you get the permit just for clicking the button.
If you want to hold off on circumnavigation, you'll probably run into the next dialog when trying to report discos in Seville palace. It's OK, click through the dialog, then just ignore the old man outside when you leave. He'll still be there whenever you feel like doing the quest.
Once you have the Oceania permit, the West SA IQs should show up.

English player here! Some nations unlock port permits much faster if you advance through the storyline quests(the above numbers in parenthesis show how much fame is required for advancing your nation's story). I definitely needed 28k fame to reach the Caribbean since I never advanced the Liza quests beyond chapter 2.

Interestingly, SS at the bottom shows E coast of Latin America opened before Caribbean (which you normally can't do), so it might be possible that you can do Imperial Quests right from the start without having to complete obtain some or all of the necessary port permits.

Good find. I always wondered if they would relax port permit requirements one day; it's a good step to improve accessibility/fun to the game sooner for new players. The "Pirate ESF" from this update also seems pretty interesting.

These port permits need to be updated, since there is now the Far North Seas and the Mesopotamian rivers.

Made a new character recently, Dutch, 13122 fame, no story done, just got Red Sea permits, even though the table says 14k. The order of permits is still the same, got West Africa > South Atlantic > Carib > East Africa > Red Sea

Fame requirements for permits were reduced for all nation players back around 09/2017 during Order of the Prince. The exact figures aren't yet recorded but it seems like 2k less fame (for 4 digit or higher fame totals) than the listed amount is common.
