It appears that they fixed it, so you DO NEED to have Priest's Growth 1 activated to get the quest for this to show up. I can confirm this in that I spent over 100 QMPs, 2 SQMPS (and having the needed ranks with booster items), and the quest failed to appear.

There was an issue with this quest along with other "non-R17 Boston skill needed" R17 quests during the first weeks of Age of Revolution Chapter 3. During that time i couldn't pop those quest WITH and WITHOUT the Priest's Growth 1 (or its respective skill) depending the quests' skill requirements, despite Japanese wiki (gvo.gamedb.info) stated you don't need the skill. I remember plenty of QMP more than 200 and few SQMP, still no results. So i began wondering if the pull rate is really that rare. Wanted to send but though GM probably had no idea with any of these, like always.. heh.

But later, after Chapter 3.5 update, it seems that all un-pullable Chapter 3's quests (i think it's like 10 total of them) that don't need Priest's Growth 1 skill (or its respective skill) activated are possible to pull, but you DO NEED the skill instead. Yes i do aware there are R17 Quests that really don't need skill to pull (and i could pull them since the Chapter 3's first debut), but these are different.
