            This discovery is possibly the only one in the game to give 19th Century Chrono title without first unlocking San Francisco and its related quests (which requires opening all permits through East Asia, then talking to Mercator three times -- once for World Atlas and North Sea charting, second time to open Northeast Passage after EA unlock, third time to open W. Coast of North America to begin SF unlock). Somewhat noteworthy since Indian Ocean permit is unlocked much, much earlier. Cheers.
