There wasnt a SY master in Groningen until the last (second to last?) update.
So, some SBers failed to invest enough there before defecting from Netherland.

Master was there from the FS system release (dutch armored vaisseau is built there for example). But because the FS "nerfs" by diferent patch progressions, no one even bother for the AV... so Groningen SY master were easily forgettable...

Optional skills are the skills that are available for the ship through mods. In other words, the skills you see above alongside the ship stats are the optional skills for the ship. Original skills are skills that you can add to the ship that aren't available to it through mods via Original Ship Permits, or OSP's. Most optional ship skills are available as an Original Skill though not all. Also keep in mind that you can only add up to one original skill to your ship.
One cool thing about Original Skills is that if you have one on your ship that you don't like, you can overwrite it with another original skill (which is NOT possible with optional skills since they are added through modding).
Now, if there is a skill you want to add to your ship but it isn't available as an optional skill on your ship and it's unavailable as an original skill as well, you CAN still add it via fusion.
