Until GAMA players have access to the 
Sha-chuan ornament, which is still unreleased as of my reply, this ship cannot be built. Simple (and sad) as that. That applies to any other ships whose construction hinges on the use of an ornament, since the only ship ornaments released in GAMA to date have been purely decorative.
