It isn't necessarily a waste.
If for example you are s hip builder who needs to go to India to build CLC or other ships. Your product is the ships you build not the cargo you carry. A little ship like this would possibly be ignored by pirates.

Lisa what what would you lose?

The ship can have one extra sail, 4 cannons and very little cargo. Besides if you minimize the cargo and max the sails these things are pretty fast. There is a fair chance you could escape because the pirate in a big ship could not fire cannons without sinking the barka. Even if you were attacked what would you lose? With a crew that small you'd only need 50K gold to pay the crew from Europe to India.
