Sakura, it's not the same without the skill. Without the skill it's always 0 turns. With restriction it CAN be 3, but can also be 0.

this is the ONLY aide with both Restriction and Seize Cargo skill which makes him distinguished from other aides who have either one

George is the only aide with a 2 in 1 Seize Cargo and Restriction which both uses Lieutenant Job. Couple that with an aide like Io who has Ambush that uses the Lookout Job and you have a dream team.
