For those who have this, either from ornament effect or equipment effect, what sort of buff does this do? Does it:

1. Increase the amount of Treasure Hunt relic clue obtained?
OR
2. Increase the chance of Treasure Hunt relic clue obtained?
OR
Both?

And how does this compare to ship skill Library? Can it stack together?

It increases the rate and odds of getting clues for Treasure Hunt. The actual amount you get is unchanged. And while I have not tested it out, I dont see any reason it wouldn't work with the Library ship skill considering that Reduce supply consumption does stack with Food Storage/ Paymaster Cabin as their two different systems.
