the college course related to this skill has been removed in maris. only japanese server can use this skill.

Well, I sent in a ticket suggesting they restore this and the other tow permit skills from Oxford and was told, "We will check internally about the skills missing and consider what we can implement them in our server. We cannot promise this will occur anytime soon since this would take time to update, but you have been heard in this matter."

Maybe it'll be available in the future? Let's hope KOEI approves it. :)

Now that this skill (and other tow-related Oxford skills) will be added to Maris, Tow Sailing will become a little bit better :)
