i don't get it.. why is the a % if it says without consuming water? or does it really mean consuming % less water? or % chance of not using any water? (ditto the repair equivalent)

How can you consume 20% less water when you use like 1 water each time? Also if I have 0 water then am I able to still do survery? Or does this skill only help me to occasionally NOT use my water supply?
