Tried Reduced Assaults 1 + Reduced Assaults 2 while being lvl maritime 55 on NPC fleets in SEA = 0 effect :P I was still being attacked by every mob there, really useless...

it reduce the chance, so there's still a chance to be assailed

Not useless, you were just having a bad day haha.
For me when I activate this, I barely get assailed there.
