Same as Evasion skill, higher chance of evading cannons (less damage from cannons) but this skill works if you have a figurehead with evade

So I read elsewhere this is supposed to be x1.25 and the better version of this college skill is x1.875 but I'm confused what that means......
Is it like x1.25 of Figurehead's evasion? So for Figurehead evasion of 8 does that like -8% (as in like Evasion r20 -40%)?
