once activated is it activated for a brief period or for ever and ever?

once you select it you are good to go, nothing else required. It is a passive skill that is running all the time even if you aren't sailing.

When i try to start the game, after hiting Ok on Gama server i get : Failed to log-in, error -511, try again later. Anyone knows what is this?

I am in the server and all of us get the follow message: "We are currently experiencing log-in issues if you wish to continue playing do not log-out or chance characters"

I really do not see this skill helping at all. Not going faster even with 1,2 and 3 active....how does this actually work?

How are you determining that you're not going any faster? These skills do work, but the first two are a subtle change. All 4 together is very noticeable.
