I did a small speedtest with it: Venice-London-Venice in a Clermont.

Without Small Wooden Shovel:
Venice->London: 14 days, activated SE 8 times.
London->Venice: 13 Days, activated SE 8 times.
Venice->London->Venice total coal needed: 27 [2.7m ducats]

With Small Wooden Shovel:
Venice->London: 14 days, activated SE 8 times.
London->Venice: 13 Days, activated SE 8 times.
Venice->London->Venice total coal needed: 91 [9.1m ducats]

So, i guess the improvement is very small, like the item name suggest. The change in fuel consumption for sure is not small. :)

It felled like i was 10 second faster in London with the Ship Equipment. But i can't be sure, i was aspecting to see a bigger difference so i did not used a stop watch. The difference might also be a slighty different path or better winds, i cant be sure.
