Does this take up 1 of the 3 active skill slots? Or is it an auto-skill that consumes vigor when auto-activated?

Atakebune is not available yet... so Royal Frigate is the only top notch battle ship that can use it as optional skill... requires 3 original permit to put on other ships... meaning? Best use it if you have Royal Frigate or Modified Frigate?

its not an auto effect it does take up a skill slot and costs 30 vig to use.
any auto effect is marked as such for all skills

So does this eliminate all sea mines that you come in contact with or only a certain percentage?

Once activated, it eliminates all mines that your ship was supposed to come into contact with, instead of detonating they will be removed, this only works for your own ship once activated, and requires to be active
