its an auto effect - you see the enemy mines usually in 'red' color,
just as if you had the skill yourself

easy enough to test kili, put it on a junk ship and get a friend to mock you.. if you can see 'em, it works

My GUESS is that it won't work it's not a fleet skill (like repair support or command post or coop enhancement).

Works on aide ship but only around the aide ship.

Would this skill + Sea mine removal Sea Mine Removal be a good combination on a ship?
Sea mine removal already removes the mines, but I don't want to keep it activated all the time.

This skill works for the whole fleet, like command post, so if you don't want to use up a skill slot in battle, this is the next best thing.
