MNG should have this skill instead of armor penetration bullet imo, the nordic vikings are melee experts (well, because there were no cannons at their time) so MNG should have a larger crew and have this skill as a melee expert ship :)

According to chinese wiki the higher the "burst range" value of cannons the higher the chance of inflicting secondary conditions/alignments.
