put it as OSS, for opt skill get imp gun for your MF + com post/coop enchant/mine remove depend on your fighting style

This can be put as optional skill on many ships, can I use this against player pirate to shoot him with stern while running away and slow him down? Does it work at every shot?

yes, nice skill to escape pirates, altough your shots need to hit in order for this effect to kick in so you need high accuracy to counter the pirate evasion

If you are looking at a cargo-type ship that has half of a chance in battle you probably want to consider an Indiaman. BTC's strength is straight-line, open water speed. Very vulnerable coming out of port and at the start of battle. Not much you can do for it.

why bother with carro 16. if you're a trader, falcon 2 or whatever cheap normal cannon also work

you should go for longer range culverins youre not gonna sink him anyway so to buy time shot further away

I was doing most of the test with 0leh and from what I could tell paying close atintion to all that was happening all of the above is very true even the fact its not for him lol and during the test I was able to leave the battle 99% of the time till he used 4 Carro (16) and that was a pain in the ass trying to leave so it does seam that the higher persing power the more effective this skills is

Can this skill can be used when sails are not folded ?

PvP or PvE skill ? I know some pointed that this is a PvP skill but why not PvE too since it is simply shooting cannons at someone.

this is a pvp skill it does work in pve but u dont need it anyway as they dont tend to run away from the battle or they are not that fast so that u need to slow em down

Is this a useless skill now that Gama has Cannon (18). Cause you can not rank it to make it blastier. And Carronade (18) with this really does not seem a delight.
