oh look, skills that are three x's and numbers! and they go on boats that are also three x's and numbers! HOW IN THE HELL can a person be a be able to tell you what it does without giving you a wild-assed guess? Now with that said, the parts are antifouling paint and infirmary and it looks like the boat is all sparkly.. hmmm, could it possibly be a skill that might cure diseases and keep algae off the rudder? I have NO IDEA because this is one of those wild-assed guesses i was talking about earlier.
