I don't think it prevents fires from cooking. If you are cooking food at sea and the recipe rank is equal to your cooking rank, then you risk fires. If your cooking rank is higher than the recipe rank, then you either won't get fires or a very small chance.

Lowers food and water consumption of sailors while sailing, instead of 10 days it can increase to more (15, just a guess). Also lessens fatigue of sailors, nice skill to have especially for an aide ship. Yes, it works on aide ship as long as you have the ranks.
