It protects cargo, not inventory. Is that better for you? I did in fact answer it the first time.

improved hold protects 100% trade goods from plunder,

a camouflaged hold provides a 'secret' hold for say 30% of your trade goods

It doesn't even make sense that a ship skill would protect inventory, so yeah, if answering a question in a way that would make someone try to use their head instead of asking silly questions like "where do i get this?" when it says where to get it, then guilty as charged.
