can anyone tell me what this skill exactly does? do you lose less max dura by crits? less damage in storms?

there are many ship skills better than this why would player use this? cannons and sails are cheap to purchase.

it is very useful for maritime grinding. Cannons,sails,etc can last like 30% or even longer. If you are grinding in SEA, EA, do you want to go back to EU every 1-2 days and look for cannons?
besides, cannons are not really cheaps as you said, they are still like 1-2m each. and you need about 50 or more cannons for 1 level after battle 65. if you use 15/15/-0 sails, they are like 2-4m each too, and not always have sellers around.

1-2m cannons and 2-4m sails are too cheap to buy.. beside if you have 4 alts you can make use of their inventory too

So you know how expensive things are right? So if you are a solo player, sails/cannons are the things which draining lots of money. Also you can only hold 20 or maybe a 30 max cannons normally. i.e. this ship skill, isnt a bad choice for grinding.
don't talk about NC share storage (cos not everyone can use NC) so does alts too. It is officially illegal to use alt, althought the GM don't work much to ban alts. If you have 4 alts you can do whatever you want too, spice runs, dungeons, etc etc. Which is not the way solo/normal players play.
