Exactly how much less vigor is consumed when these assistance skills are active?

Each assistance skill reduces production vigor costs by one point. So if it costs 5 vigor points to produce a recipe item, then it becomes 4 vigor points instead. The assistance skills also stack with the My Recipe Book, so the progression goes 5 vigor points (base) --> 4 vigor points (assistance skill) --> 3 vigor points (My Recipe Book).

I hope that was understandable? I am sometimes accused of being less than clear when I try to explain matters in detail.

There are other two factors that can reduce the Vigour consume too for production:

1) The High Priestess from silver tarot card (when In Effect)
2) Having "Meister" title active, but this works only at ports.

I tried all these four factors active at once and it seems the Vigour consume won't drop further than 2.

But thank you Visitor about the personal recipe book, I didn't knew that could reduce Vigour consume too :D
