how exactly does this work? do you actually have to go around doing something with dutch fleets or just sail around with it active? this is very vague...

Netherlands correspondence does not work in-game atm. coz its weakest nation

when you have this active click on dutch flag npc fleets and select correspondence, doing this will help you become friendly with that nation which allows you to defect to stronger nations, but as claudia said, dutch is the weakest nation so you can defect to then at anytime
