As the description says, it allows towing in a certain region to be preformed more advantageously i.e. it costs less and doesn't take as much time compared to an aide who doesn't have it. It takes a long while for aides to obtain these tow skill traits though (especially ones that are not in Europe) unless your an adventurer junkie.
