How does this skill work ? ,, it mean whenever i am , i can back to north sea ??

Allows automatic Tow in the the North Sea to be performed more advantageously.

basicly with that aide in 'navigation job' and with no trade goods in hold and with tow permit from port official (30k for 10 pack)
that aide can perform tow better than aides without this skill,

personally i never used local tow, but i imagine its safer faster in North Sea for that aide
