BODY-LANGUAGE can be used in any country- it ONLY allows you to communicate with npc's=cant read books with it so cant get any maps- can only read books if you have that nations language or sometimes the controlling nations language , example: Calicut-india = indian/portuguese.
there are interpreters in most city's who can provide translation notes etc that allow you to read books.

Romance language notes are the item equivalent. Buy them from interpreter.

So, what is the point of this skill? My aide speaks this language and I thought it would allow me to read the scholar's books in European cities of which I don't speak the language, but it doesn't. What is this language good for?

This one are only used for certain quests, like Celtic

Okay, that sucks. Thanks for your answer though.
So the skill is required for some quests? Would I be able to do the quest without it, like is usually the case with other languages?

While normally true, certain quests will not let you ignore the language requirements shown -- if your quest says it requires Latin, Ancient Egyptian, Celtic, or Hebrew, there is likely no way around needing that particular language skill to progress in the quest.

For this reason, having an aide with one or more of those language skills, or using translation notes which briefly grant the necessary language skill(s) is highly recommended so your limited skill slots can be reserved for skills you will use on a more regular basis.

Cheers.
