You can get this skill from Maritime dude at one of the buildings (not surename of building) But you need Request reinforce r1 in order to get it with out it being favoured in job.

This skill does not work in PvP I repeat does NOT work in PvP anyone can clearly read "Cannot be used for personal disputes." What will work in PvP is the Navy Dispatch Requests.

As it says, go to a company colony in North America that has a Government Building to learn it or get the Scout job, which favours this skill so you can learn it at any maritime guild.

Will this skill work in any waters anywhere on the planet or does it depend on which nation you belong to? I see this skill being extremely useful for rare item Plundering/Difficult Quests trying to keep hard fleets at bay while plundering etc. Similar to Navy Dispatch requests

Works vs any NPC fleet and the ship type that the convoy uses depends on your nationality.
