Would everyone say that this is a useful skill or are storage and cooking better to spend time levelling up?

you're comparing apples, oranges, and pears.
Everyone should work up storage. It's one of the more important skills in the game.
Handicraft can eventually make you a ton of money.
Cooking will save you a ton of money.

Cooking makes you a lot of money early in the game, but later in the game it isn't a very lucrative skill. Handicrafts is ok early, and later in the game helps a lot in making ship parts, furniture, and specialty goods such as Sherry and Sapphires.

Someone has to produce the ship parts, furniture, food, and goods you buy with your dungeon money. Much of that doesn't magically appear from dungeons alone. Some crafters take up their crafts to fill that void. Others, like myself, do it for fun. Dungeons are not the only thing to do in this game!

Aside from the 4 items listed here, what other boosts there are for this skill?
Guilder04-12-2015
Right now? None. In the future, there'll be two more.
"Fruit Knife" - new memorial album reward, 10k fame to equip, +1 Cooking, +1 Handicraft, trade-job only, weapon slot
As reported by DiNozzo a ways back, there will also be
Scarab of Lapidary, AKA "Jeweller's Scarab" (or something close to that), a +1 Handicrafts accessory slot item which will be sold in Giza's lower dungeon Roman Coin shop for 45k Roman Coins, and only needs 1k fame to be equipped by any job.

Medicine Trader is a good early job that favors Handicrafts. In particular, you will find the Food Trading, Wares Trading and Luxuries Trading skills to be useful in grinding Handicrafts.
Guilder12-05-2016
Here's a skill grinding guide which I've found to be of use:
sorajournal.wordpress.com/uwo-game-guide/handicraft-grinding-guide/
And to expand slightly on the comments of Xiaois and others, two Treasure Hunt relic accessory rewards, Bronze Gear (+1 Handicrafts, Casting, Astronomy) and Seal with Cretan Hieroglyphs (+1 Handicrafts, Archaeology, Appraisal) from the Atlantis theme, "Ancient High Technology", exist in-game now. Not easy to acquire, but very useful things to have.

Rather than equipment, there is an Original Ship Skill, Manufacture Lab (R4 Management to use, R5 Shipbuilding and Infirmary + Workshop + Original Ship Permit x1 to install), which gives +1 to Sewing, Casting, and Handicrafts.

Handicrafts can also be learned from John Kay in Manchester
