I'd say a basic skill, especially if you have a big crew or a galley: in that case is almost mandatory.

The only way to grind this skill is simply sail around, or at least port sit while this is activated. It goes up slowly however so be prepared to spend a long time out in the waters. Not sure if the amount of crew you have affects its skill proficiency though.

For me it only lowers food usage. Do higher ranks lower water usage too?

there are places that consumes more food than water and vice versa. so typically even with higher ranks you can notice that there are times food goes down fast or water goes down fast. it all depends on the area you're sailing to.

at rank 14 with 28 sailors in my btc , they consume 1 unit of water and food each 2 days

If you plan to leave this skill grinding while port sitting, learn from my mistake: your fatigue will keep rising, of course, and if it maxes out, your sailors start dropping like flies, until none remain and you're shipwrecked. Oops! It's always the little things that get you.

The description of Frugality in game has been modified/fixed to make more sense. It now says "Reduces the consumption of Water and Food provided to Sailors as well as the cost of hiring Sailors."
